NOTICE OF PUBLIC HEARING AND SECOND READING OF PROPOSED ORDINANCE 2022-08, AN ORDINANCE AMENDING SECTIONS 150.112 AND 150.121 AS IT PERTAINS TO RIGHT OF WAY PERMITTING

 NOTICE IS HEREBY GIVEN that the City Council of the City of Jordan, Scott County, Minnesota, will hold a public hearing and second reading and vote on ordinance 2022-08.  The amendment requires any one desiring to perform work with the City’s right-of-way to first register with the City, inform the City of upcoming anticipated projects at certain time periods and obtain a permit for the project.  Emergency work within the City’s right-of-way can be performed without waiting for a permit but the City must be notified immediately of any work being performed.

The public hearing and vote will occur at the December 12th, 2022 meeting at 6:30 p.m. or shortly thereafter, at the Jordan City Council Chambers, located at 116 East First Street in the City of Jordan, Minnesota.

NOTICE OF A PUBLIC HEARING TO CONSIDER A ZONING TEXT AMENDMENT TO PROVIDE REQUIREMENTS FOR TOBACCO SALES USES.

NOTICE IS HEREBY GIVEN that the Planning Commission of the City of Jordan, Scott County, Minnesota, will hold a public hearing at the Jordan City Council Chambers, located at 116 East First Street in the City of Jordan, Minnesota on December 13, 2022, at 6:30 p.m. or shortly thereafter to consider approval of amendments to the zoning code. The amendments propose to provide requirements for tobacco sales uses.

Special City Council Meeting

The Jordan City Council will be holding a Special Meeting on Thursday, November 17th, 2022, at the Jordan City Council Chambers.  The meeting will begin at 6:30pm and is being held to canvass the 2022 General Election Municipal results.  Resolution 11-66-2022 Certifying the Results of the 2022 Municipal Election will be offered for approval.

Special Joint Work Session with ISD 717

The Jordan City Council along with the ISD 717 School Board, will be holding a joint special work session, to discuss draft comprehensive plans.  Both the City of Jordan and Jordan Public Schools are currently in the process of updating their comprehensive plans and play a role in the plans for the betterment of the community.  The joint meeting will be held at 6:30pm, on Monday, August 29,2022, at the CERC (500 Sunset Drive).

Jordan Public Schools and The City of Jordan, Minn., are thrilled to partner for the return of the School Resource Officer (SRO) position.

Passed in unanimous votes by both the Jordan Public Schools board and the Jordan city council, the SRO position will bring enhanced safety and security, and strengthen the city-school relationships for the benefit of all District families, students, staff and City of Jordan residents.

The SRO will work a flexible schedule during the school year months and hold many duties for the District. This will include the execution and enhancement of school safety plans, presenting safety information to students and families, and law enforcement action, as needed. The SRO will not be a school disciplinarian, but will assist in fostering relationships with students, their families and agency resources at Jordan Elementary School (JES), Jordan Middle School (JMS) and Jordan High School (JHS).

“We are looking forward to bringing this important safety position back to our school district and for our district families. The SRO position was a valuable addition to our District and a difficult budget reduction in 2020,” said Superintendent Ranae Case Evenson. “We appreciate the City of Jordan’s support in making a difference for our students and families through this partnership.”

“We are thrilled to help provide this extra layer of security and prevention to the school district. The City is dedicated to working arm in arm with our partners in the school district to create the best environment possible for a safe, high quality education for our students,“ said Mayor Mike Franklin.

“The addition of a full-time School Resource Officer into our public schools immensely increases the physical security and safety for both the students and staff,” said Chief of Police, Brett Empey, “I’m very pleased and I’m grateful the City and Jordan Public Schools were able to work together to find the funding to bring this position back into our schools making safety a top priority.”

The SRO position will be hired by the City of Jordan with input from Jordan Public Schools. The intent is to have the position in place for the start of the school year.

City Council Special Meeting

The Jordan City Council will be holding a Special Meeting on Monday, August 15, 2022, at the Jordan City Council Chambers.  The meeting will begin at 5:45pm and is being held to hear the 2nd reading and approve interim ordinance 2022-06 prohibiting the sale, testing, manufacturing, and distribution of THC products.  Resolution 08-48-2022 approving the summary publication of interim ordinance prohibiting the sale, testing, manufacturing, and distribution of THC products, will also be presented for approval.  You can find the agenda for the special meeting here.

2022 Elections

The 2022 Primary Election will be held August 9, 2022 and the General Election will be held November 8, 2022.  Both elections will be held at the Community Education Recreation Center (CERC) located at 500 Sunset Drive.  Polls are open from 7am until 8pm.

Absentee voting is currently taking place for the August 9th Primary at City Hall (210 E. 1st Street) from 8:30am to 5:00pm and will run through August 8th.  Additional absentee hours will be available Saturday, August 6th, 2022, at City Hall from 10am-3pm.

Absentee voting for the November 8, 2022 General Election will begin September 23rd and run through November 7th.  Additional absentee hours will be November 5th, from 10am-3pm, at City Hall (210 E. 1st Street).

MUNICIPAL ELECTION

Affidavits for Candidacy may be filed within the period commencing August 2 through August 16, 2022, for the following City of Jordan offices to be elected at the November 8, 2022 General Election:

Councilmembers:  Three seats for four-year terms beginning January 1, 2023 and ending at the last Council meeting of December 2026.

Special Election Councilmember:  One seat to complete the remainder of vacated Councilmember seat beginning January 1, 2023 ending at the last Council meeting of December 2024.

The candidate must pay a filing fee of $2.00 to the City Clerk at City Hall, 210 East First Street, Jordan, MN 55352, during regular business hours of 8:30 a.m. to 5:00 p.m. weekdays.  City Council candidates must be eligible to vote, will be at least 21 years old on assuming office, and will have been a resident of the City for 30 days before the election.  Printed candidate packets can be picked up at City Hall or can be obtained by visiting the Minnesota Secretary of State.

The amendment proposes to allow lots within the C-2 District and Shoreland Overlay District up to 75% impervious lot coverage in § 154.291 (B) and allowing over 75% impervious surface of the total lot with a Conditional Use Permit § 154.291 (C).
