Press Release – Pauly Park

The City of Jordan is pleased to announce it has been selected to receive a $350,000 grant from the Minnesota DNR through the Outdoor Recreation Grant Program for a new City park!

The City’s planned Pauly Park is located in the Bluffs at Cedar Ridge and Heritage Hills neighborhoods, south of TH 282 and west of Lydia Road. The grant funding will be used to construct a 3.5-acre park with amenities including an inclusive, ADA accessible playground, pickleball courts, half basketball court, and accessible trails all adjacent to two neighborhoods that have long been without any nearby park. Pauly Park’s playground will be the first of its kind in the City, with inclusive play features such as wheelchair accessible equipment and rubber safety surfacing. The accessible equipment will allow children with disabilities to play alongside their peers, and reap the same physical, social, cognitive, and psychological benefits from playing outdoors. Alongside the new playground will be the City’s first pickleball courts. Initial land development grading work will occur on-site this fall with construction of the new park facilities occurring in summer 2024.

The City of Jordan is grateful for the opportunity to partner with the DNR and is thrilled to be able to provide such an innovative and highly sought after amenity for Jordan residents. The grant program aims to increase and enhance outdoor recreation facilities in local and community parks throughout the state. With the construction of Pauly Park, both the City of Jordan and Minnesota DNR will achieve these goals.

NOTICE IS HEREBY GIVEN that the Planning Commission of the City of Jordan, Scott County, Minnesota, will hold a public hearing at the Jordan City Council Chambers, located at 116 East First Street in the City of Jordan, Minnesota on July 11, 2023, at 6:30 p.m. or shortly thereafter to consider approval of amendments to the zoning code. El Condado de Scott y el Departamento de Transporte de Minnesota (MnDOT), en cooperación con la ciudad de Jordan, proponen mejoras en la intersección de Trunk Highway (TH) 169, TH 282 y County Highway (CH 9) en la ciudad de Jordan. El proyecto convertirá la intersección señalizada existente en TH 169/TH 282/CH 9 en un intercambio separado por niveles. Se construirá una rotonda en el lado oeste del nuevo paso elevado y se construirá una intersección señalizada en el lado este. Se construirá una rampa de entrada a la TH 169 en dirección sur y una rampa de salida a la TH 169 en dirección norte. De Minimis Determination Notice of Intent Request for Riesgraf Lions Park

PUBLIC NOTICE and OPPORTUNITY FOR COMMENT

In accordance with 23 CFR 774.5, MnDOT and Scott County are soliciting comments on the effects this project would have on Riesgraf Lions Park. A new trail will be constructed through Riesgraf Lions Park to connect the new pedestrian underpass to Creek Ln. Approximately 0.55 acres of the park will be impacted during construction. MnDOT is seeking a temporary easement for this area to construct the trail. The City of Jordan will continue to own and maintain the park following construction.

The Federal Highway Administration (FHWA) has made a preliminary determination that the proposed action at Riesgraf Lions Park is a Section 4(f) de minimis action in accordance with 23 CFR 774.5, conditioned on public review and comment. A de minimis finding may be made when uses of Section 4(f) land will have no adverse effect on the protected resources.

US 169 / TH 282 / CSAH 9 Interchange in Jordan Receives Final Funding from MN Bonding Bill

May 22, 2023, Jordan, MN – The City of Jordan’s and Scott County’s request for $9.1M was fulfilled by the State Legislature this week.  Once signed into law, the bill will bring the final piece of funding necessary to build the new interchange at US 169 / TH 282 / CR 9 in Jordan, eliminating the last traffic signal remaining along US 169 between St Peter and Champlin.

“This project will significantly prevent predictable and preventable injuries and fatalities, improve connectivity for tens of thousands of motorists daily between Southern Minnesota and the Twin Cities, reduce travel delay and congestion to reduce emissions, as well as provide safe multimodal travel across US 169 for users of all ages and abilities,” said Jordan Mayor Mike Franklin

The project further improves the efficiency of commodity shipments significantly. 50% of Minnesota corn, soybean, and ethanol shipments currently travel on US Highway 169, including grain trucking from Southwest Minnesota to the nearby Ports of Savage.

“Of critical importance to the City of Jordan, effectively all of our criteria for the project have been met or exceeded, including protecting our existing businesses from unnecessary takings, ensuring the most efficient movement of commuter traffic to and from Jordan residents, and maximizing the opportunity for our community to grow along the new interchange” continued Franklin.

The success of this funding is due to the work of many over the past two decades. The City of Jordan sincerely thanks State Representative Ben Bakeberg and State Senator Eric Pratt, and former State Representative Tony Albright for their work ushering this priority through the MN Legislature, a process that took several years to complete. The project has also received past bipartisan support from US Representative Angie Craig, and US Senators Amy Klobuchar, and Tina Smith. The City also wishes to thank current and past City Council members for their vision and dedication to the project, as well as the Scott County Board and Staff for their commitment to solving these transportation problems.

The City of Jordan is grateful for these partnerships and looks forward to the bill being signed into law. The interchange project can now be constructed as planned in 2025 and 2026.

Supplemental EAW – Beaumont Bluffs Public Comment Period Notice

Comments will be accepted May 30, 2023, through June 29, 2023.

The City of Jordan invites the public to review and comment on the Supplemental Environmental Assessment Worksheet (EAW) regarding the Beaumont Bluffs development project. The project is proposed on 232.3 acres on the southwest side of the City of Jordan and consists of a mix of twin homes, villas, single-family residences, and open space. About 123.6 acres will remain undeveloped, including approximately 80 acres owned by the city.  On January 18, 2022, the City Council voted to approve the declaration that no Environmental Impact Study (EIS) was needed for the Beaumont Bluffs preliminary plat application.  However, Dba JMH Beaumont Bluffs LLC is requesting to amend the Environmental Assessment Worksheet (EAW) to allow for the removal and export of 100,000-125,000 cubic yards of soil, described as medium-to-fine-grained sand, for foundation and roadway construction projects. The proposal to remove soil off-site was not included in the original EAW and therefore a Supplemental EAW is needed for additional environmental review.

Copies of the Supplemental EAW, which document the purpose and need for the project, along with the anticipated social, economic, and environmental impacts, are available for public comment beginning May 30 and can be accessed at the city’s website: jordanmn.gov.

Press Release on the Deputy Registrar Service – City of Jordan

After some significant deliberations, the Jordan City Council voted unanimously on Monday, May 8, 2023, to discontinue offering State of Minnesota Deputy Registrar services at City Hall, with an anticipated effective date of July 1, 2023.  These services, including license tab renewal, license plate renewals, title transfers, titling services, limited DL licensing changes, and DNR registration services, have been offered as a courtesy to Jordan residents for many years, even though they pertain to the State of Minnesota and not to City Government.  It was nonetheless a very difficult decision to end these conveniences, but the City Council determined that the City taxpayers can no longer sustain the continued financial losses associated with providing these nonessential services.  A conservative estimate is that Jordan taxpayers have subsidized over $580,000 in the past five years in order to provide services that the State of Minnesota would otherwise have to offer.  This calculation is the difference between the cost of offering Deputy Registrar services and the amount reimbursed to the City by the State.  The last date the City will provide these services is June 30, 2023.  We have notified the State that the City will no longer offer Deputy Registrar services after June 30, 2023.  We will be reorganizing our staff positions to retain as many employees as possible in other positions to deliver City services.

 

City-Wide Cleanup Day May 20, 2023

Spring Cleanup Day – May 20, 2023

Buckingham Companies will be conducting the City-Wide Cleanup Day at the Police Station at 705 Syndicate Street near Valley Green Mobile Home Park. Hours for the cleanup are 8:00 am – 12:00 pm, Saturday, May 20th. Drop-off is only for the City of Jordan residents and is free of charge.

Valley Green Park will have a separate cleanup day provided by your Hauler!

Items Accepted: Mattresses/Box springs (4 per vehicle), Furniture, Electronics, Appliances, Grills, Lawnmowers/Snow Blowers (ALL fluids must be drained or they will NOT be accepted), Household Garbage/Toys (Please have any loose items bagged), Scrap Metal, Construction Debris, Windows, Exercise Equipment, Recyclables (cardboard, paper, plastic bottles, aluminum cans, glass bottles).  This list is not all-inclusive!

Items NOT accepted: household liquids/hazardous waste (paints, thinners, cleaners, stains, and varnishes), fluorescent light bulbs, tires, gas or diesel, yard waste, brush, logs/firewood.

Hydrant Flushing

The Water Department flushes the water mains every Spring to help maintain water quality and prevent sediment buildup in the pipes. Crews also get an opportunity to operate and inspect the fire hydrants. Few things to remember if you notice your water is cloudy:

  • This means there is some air in your water lines
  • Open up a cold tap closest to your water meter (typically in a mechanical room/basement), and run water for 5-15 minutes.
  • Cloudy/Discolored water is OK to drink
  • Don’t do laundry until the cloudiness is gone
